Someone rings the business, or taps the call button on their site

A telephone call and a web call arrive the same way. Either lands in that business's queue — the emergency queue or the general one, picked from what the caller actually said.

The network finds who can take it

Only operators who serve that business, hold the skill, speak the language, and sit inside whatever coverage the business allows. Everyone else is filtered out.

One operator is offered it

The best match by standing, cost, fairness and how close they are. Their phone rings with the business, the caller, what they need and what it pays. They accept or pass.
